Czar Reed

At the end of the Civil War there were 36 million people in America. By 1900, the population had reached 76 million. This growth created dozens of new openings in the House. The number of bills passing through the House increased rapidly.

Thomas B. Reed, a Republican from Maine, became Speaker of the House in 1889. He set up new rules that gave the Speaker more control over legislation. Democrats in the House often refused to answer roll calls for a vote. Instead of closing down the Senate, Reed simply declared them present. Therefore, the House had enough members present to vote on bills. When his opponents tried to leave the room, Reed had the doors locked. His strong-arm methods earned him the nickname Czar Reed.
